I propose now to proceed to the drafting of an amending Ordinance along the lines generally indicated in the notes on the Commission's proposals. If I find that the majority of the Unofficial Members are in favour of its general features, I may read it a first time only before Sir Frederick Lugard's arrival, so as thoroughly to clear the ground and define issues for his handling. If, on the other hand, I find that public opinion, as represented by a majority of the Council, is not in favour of the principal proposals of the Government, I shall not move further than preparing the draft Ordinance.
